Everything good about Pakistan

The 4th most popular freelancing country in the world – Pakistan

Freelancer working on laptop — freelancing in Pakistan

When it comes to freelancing in Pakistan, the country stands among the top nations in the world. Payoneer’s current Top 10 Freelancing Countries ranking places Pakistan fourth globally, behind only the United States, the United Kingdom and Brazil, and ranks the country fourth in the world specifically for software development and technology. The Pakistan Economic Survey 2024-25 goes further, naming Pakistan the second largest provider of digital labour in the world.

The numbers behind the ranking are striking. Pakistani tech freelancers earned $856.3 million in FY2025-26, up 51 percent year on year, according to the Pakistan Economic Survey 2025-26. In just the first ten months of the fiscal year (July to April), freelance IT export earnings hit $959 million, already beating the entire FY2025 total of $779 million, State Bank data reported by The News shows. July 2026 alone brought in $175.4 million, a 45.5 percent jump over the same month last year. Behind these figures stand more than 2.3 million active freelancers, with some estimates running as high as 3.8 million.

Why the World Hires Freelancers from Pakistan

Cost is the most obvious draw. Upwork’s Pakistan hiring guides note that Pakistani freelancers often compete on cost: common digital work starts in the low single digits per hour, with sampled profiles showing $4 to $8 per hour for general online work, against global benchmarks of $10 to $35. SEO specialists from Pakistan charge roughly $5 to $10 per hour compared with $15 to $35 globally.

But cheap alone does not build a top-five nation. Pakistan brings 300,000-plus English-speaking IT professionals and more than 20,000 IT graduates every year, according to the Board of Investment. In-demand skills span software and web development, mobile apps, graphic design, digital marketing, virtual assistance, content writing and video editing. The time zone is a quiet superpower: nine to ten hours ahead of the US East Coast, Pakistani freelancers hand over finished work overnight, while sharing comfortable working-hour overlap with clients in the Gulf and Europe.

The Ecosystem Behind the Boom in Freelancing in Pakistan

Freelancing in Pakistan did not happen by accident. DigiSkills.pk, the country’s flagship free training program, has delivered more than 4.55 million trainings, and its trainees have earned a cumulative $1.65 billion. The newly launched DigiSkills 3.0 adds AI, Python, cloud and UI/UX courses with a target of 3 million trainings over three and a half years.

The state has cleared practical hurdles too. The State Bank raised the monthly payment limit for freelancers from $5,000 to $25,000, letting top earners bring money home legally and easily. The e-Rozgar program is building 250 co-working centres by FY2027, the National Freelance Facilitation Policy aims to train one million freelancers, and more than 50 software technology parks now operate under the Pakistan Software Export Board.

What Freelancing in Pakistan Looks Like in 2026

The sector is visibly maturing. The Pakistan Freelancers Association (PAFLA) now comments publicly on central bank data, a sign of formalization unimaginable a few years ago. Broader ICT exports hit a provisional $4.6 billion in FY2025-26 with a record $437 million month, and the ICT trade surplus of $2.911 billion means that for every dollar Pakistan spends on imported technology, it earns nearly four.

From a Payoneer blog mention to the world’s fourth-ranked freelancing nation and second-largest digital labour provider, Pakistan’s rise has been fast and, by every available measure, still accelerating. For the millions of young Pakistanis entering the workforce each year, freelancing in Pakistan is no longer a side hustle. It is an industry, and its best years look to be ahead.
