Pakistan has won three honours at the CTO Digital Excellence Awards 2026 in London, becoming the only one of 56 Commonwealth member states to earn finalist nominations in three categories and receive recognition in all three. The awards were presented at the CTO@125 Gala Dinner on September 30 at the InterContinental London Park Lane, the centerpiece of the organisation’s 125th anniversary week.
Federal Minister for IT and Telecommunication Shaza Fatima Khawaja called it “a proud moment for the nation,” saying the recognition reflects “the dedication and hard work of institutions across Pakistan in advancing the Prime Minister Muhammad Shehbaz Sharif’s vision of a Digital Pakistan that is inclusive, innovative and empowered by technology.”
What Are the CTO Digital Excellence Awards?
The Commonwealth Telecommunications Organisation, founded in 1901 and headquartered in London, is the intergovernmental treaty body for ICT cooperation across the Commonwealth. To mark its 125th anniversary in 2026, the CTO launched the Digital Excellence Awards as a flagship programme celebrating transformative digital initiatives that demonstrate measurable impact, innovation and leadership. Entries closed on August 10, drawing submissions from member countries and organisations across the Commonwealth, with winners honoured during the anniversary week that began on September 28.
Three Wins That Stood Out
Pakistan’s first honour was the biggest of the night: winner in Digital Policy and Regulatory Excellence for the establishment of National Incubation Centers. The nationwide NIC network, run by Ignite (the National Technology Fund) under the Ministry of IT and Telecommunication, gives young innovators mentoring, technology support, business development services and access to investors, and has become the backbone of Pakistan’s startup ecosystem.
The second honour was a runner-up (silver) in the 21st Century Government (E-Government Initiatives Excellence) category for “Transforming Government Relief Delivery Through Digital Transformation,” recognising digital systems that have strengthened government assistance delivery through better transparency, efficiency, targeting and accountability.
The third was a finalist (bronze) place, again in Digital Policy and Regulatory Excellence, for “Integrated Spectrum Governance Reform,” a coordinated, evidence-based approach to spectrum management aimed at improving connectivity, service quality and next-generation telecom investment. The entry builds on the Pakistan Telecommunication Authority’s landmark spectrum auction work in 2026.
The NIC win carries particular weight because incubation centers are where Pakistan’s startup story actually happens. The network’s pitch is simple: take a young team with an idea and surround it with mentors, technical resources, business training and a path to investors. That model has been running for years under Ignite, and the CTO jury has now judged it best in class for digital policy across the Commonwealth.
What the CTO Digital Excellence Awards Mean for Digital Pakistan
The triple recognition lands at a moment when Pakistan is pushing hard to convert digital policy into everyday outcomes. Minister Khawaja said the focus remains on “translating technology into meaningful opportunities for our youth, more accessible public services for citizens, improved connectivity and a more competitive digital economy.” For the thousands of founders who have passed through the NIC network, the winner’s trophy is validation that Pakistan’s startup infrastructure now meets a global benchmark.
Being the sole member state recognised across three categories also sends a signal beyond the ceremony hall. In a 56-nation field, Pakistan did not just participate in the CTO’s anniversary celebrations; it set a standard. As the Digital Pakistan vision moves from slogan to systems, from incubation centers to spectrum reform, nights like September 30 in London are the milestones that show the direction of travel. The challenge now is to turn trophies into momentum: more startups funded, more services digitised, more citizens connected.
